medical requirements for elderly people visiting NZ.

My sister is an employed, permanent resident in NZ. Our 79yr old mother, resident in SA, wants to visit for a period of 3 months. Mom is assisted by 'walker' and wheelchair due to previous stroke and hip replacement. She is however not mentally impaired but is on medication for hypertension and depression. What are NZ medical requirements in regards to this? Will she require medical certificate and will my sister be required to employ full time carer for her? Will our mother be required to apply for specific medical insurance?
