Getting a house to rent here is tough.  There's a huge demand for rentals because of the strict loan deposit conditions (20%).  However, the NZ government has seen this and introduced a few measures to enable people to buy houses.  Kiwisaver, etc.
As with cars, it seems that there are also price bands in Wellington:
$250 - $400 per week will likely get you a dump.  The prices are high because people want to save on costs.
$450 - $600 per week and you start finding decent Kiwi houses.  Also, these houses are capable of housing pets.

Agents are tough.  They see so many people in their line of work that they hardly see the person.  The market is saturated and people are people.  The best is to scan trademe continuously (there's even a phone app for trademe) and hope that you find a kind hearted owner (did I mention that most Kiwis are fantastic people?).  Know that trademe will block outside IP addresses and render your registration inactive.  Trademe only works from within NZ.

Also, if you send trademe support an email explaining that you're outside of NZ, but arriving soon, and you're shopping for rentals, they may give you access. They did for me near the end of 2013.

yeah, I asked them nicely in 2014 and they just ignored me.  Both my gmail accounts are stuffed on TradeMe now.  I'm using yahoo mail for trademe now.
